Minister of Administrative and Bureaucratic Reform, “State Civil Apparatus Must Possess International Standard Quality”

Minister of Administrative and Bureaucratic Reform, Asman Abnur, SE., M.Si pointed this while giving an inaugural lecture for Graduate Program Unpad, at Graha Sanusi Hardjadinata Unpad, Jln. Dipati Ukur No. 35 Bandung, Monday (9/19).

“Excellent human resources come from campus,” said Asman.

On the occasion, Asman also remarked that in order to face global competition, Indonesia’s human resources including the State Civil Apparatus (ASN) must possess international standards. Currently his institution is working on the improvement of the quality of the ASNs, including through cooperation with some of the best universities in Indonesia. In addition, the future recruitment of ASNs will be prioritized for graduates with cum laude.

Today the composition of ASNs is still dominated by those with only administrative skills without specific expertise.”In the future, the most formidable challenge is to create experts in their respective fields because now almost 60% of the country’s ASNs work in administrative sectors, “said Asman.

He continued that he planned to encourage at least two things for ASNs. The first one is entrepreneurial spirit that includes tenacious, innovative, competitive, and hardworking characters.

The second one is the spirit of serving. “The apparatus should not act like a ruler or an official. Rather, they have to serve the community,” he said.

In addition, in order to face global competition, there are two important things to focus, namely the implementation of IT systems in every governmental activity (e-Government) and the improvement of public services. He also encouraged Unpad to be able to implement the two things.

In response, the Rector, Prof. Tri Hanggono Achmad said that Unpad has applied the IT systems, such as e-office, Unpad Mobile application, and e-learning facility used by the academic community. Regarding public services, Unpad has also developed Integrated Service Center.

“This is one of the results from bureaucratic reform,” said Rector.

A total of 1,403 new students enrolled for the Graduate School this year, consisting of 318 students of Doctoral program, 868 students of the Master’s program, and 217 students of Specialist program-1. *
